{"id":518,"date":"2014-07-08T00:52:51","date_gmt":"2014-07-08T00:52:51","guid":{"rendered":"http:\/\/not-so-great-northern-transmission-line.org\/?p=518"},"modified":"2014-08-27T03:54:07","modified_gmt":"2014-08-27T03:54:07","slug":"hold-yer-horses-conawapa","status":"publish","type":"post","link":"https:\/\/not-so-great-northern-transmission-line.org\/?p=518","title":{"rendered":"Hold yer horses, Conawapa&#8230;"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-519 aligncenter\" src=\"https:\/\/not-so-great-northern-transmission-line.org\/wp-content\/uploads\/2014\/07\/conawapa.jpg\" alt=\"conawapa\" width=\"384\" height=\"264\" srcset=\"https:\/\/not-so-great-northern-transmission-line.org\/wp-content\/uploads\/2014\/07\/conawapa.jpg 384w, https:\/\/not-so-great-northern-transmission-line.org\/wp-content\/uploads\/2014\/07\/conawapa-300x206.jpg 300w\" sizes=\"auto, (max-width: 384px) 100vw, 384px\" \/><\/p>\n<p>The recommendations of the Public Utilities Board of Manitoba, in short:<\/p>\n<blockquote><p><a href=\"http:\/\/www.pub.gov.mb.ca\/nfat\/pdf\/finalreport_pdp.pdf\"><span style=\"color: #ff0000;\">The Panel recommends to the Government of Manitoba that:<\/span><\/a><\/p>\n<ul>\n<li><a href=\"http:\/\/www.pub.gov.mb.ca\/nfat\/pdf\/finalreport_pdp.pdf\"><span style=\"color: #ff0000;\">Spending on the Conawapa Project and the North-South Transmission Upgrade Project be discontinued immediately and the projects terminated;<\/span><\/a><\/li>\n<\/ul>\n<ul>\n<li><a href=\"http:\/\/www.pub.gov.mb.ca\/nfat\/pdf\/finalreport_pdp.pdf\"><span style=\"color: #ff0000;\">The Keeyask Project proceed with an in-service date of 2019;<\/span><\/a><\/li>\n<\/ul>\n<ul>\n<li><a href=\"http:\/\/www.pub.gov.mb.ca\/nfat\/pdf\/finalreport_pdp.pdf\"><span style=\"color: #ff0000;\">The 750 MW U.S. Transmission Interconnection Project proceed;<\/span><\/a><\/li>\n<\/ul>\n<ul>\n<li><a href=\"http:\/\/www.pub.gov.mb.ca\/nfat\/pdf\/finalreport_pdp.pdf\"><span style=\"color: #ff0000;\">Manitoba Hydro be divested of Demand Side Management (DSM) responsibilities and the Government of Manitoba establish an independent arm\u2019s length entity to deliver government-mandated DSM targets; and<\/span><\/a><\/li>\n<\/ul>\n<ul>\n<li><a href=\"http:\/\/www.pub.gov.mb.ca\/nfat\/pdf\/finalreport_pdp.pdf\"><span style=\"color: #ff0000;\">The Government of Manitoba not approve any further generation and transmission projects, or approve the commencement of spending on such projects, unless such projects have been examined through a comprehensive and regularly occurring integrated resource planning process.<\/span><\/a><\/li>\n<\/ul>\n<\/blockquote>\n<p><a href=\"http:\/\/www.pub.gov.mb.ca\/nfat\/pdf\/finalreport_pdp.pdf\"><span style=\"color: #000000;\"><strong>THE FULL REPORT.<\/strong><\/span><\/a><\/p>\n<p>So if Canada&#8217;s Public Utilities Board says, <a href=\"http:\/\/globalnews.ca\/news\/1427750\/manitobas-keeyask-dam-given-environmental-licence\/\"><strong>&#8220;Manitoba Hydro had not made a strong enough business case for building the Conawapa dam,&#8221;<\/strong><\/a> why would there be any question that the Not-so-Great Northern Transmission line is not needed?<\/p>\n<p>What does this mean?\u00a0 The DOE is starting their scoping hearings for the federal environmental review next week:<\/p>\n<blockquote>\n<p id=\"p-51\" data-page=\"36497\"><a href=\"https:\/\/www.federalregister.gov\/articles\/2014\/06\/27\/2014-15070\/notice-of-intent-to-prepare-an-environmental-impact-statement-and-to-conduct-public-scoping-meetings#h-11\">1.
